These are relatively cheap to make here in Singapore with ingredients normally used for cooking. You buy cotton bags that usually hold spice mixes or bak kut teh mix (20 pieces for $4.90). Instead of spices, you can put in sea salt or sugar (300gm for $5) mixed with floral herbs like lavander or roses (100gm for $5.90). I usually use flowers only for a more intense floral burst. Wrap up each bag in coloured paper and tie a ribbon, done!
